Since you are short on time, would you consider an apartment? www.florencevillas.com has great ones in florence and sometimes they can book at last minute.

In Siena, the Hotel Cannon d'Oro is tough to beat for location (a short walk to the campo in the heart of the best part of the city), and it's in your price range.
It's not fancy, but we liked it and it comes pretty highly recommended in the price range.

I second Tourist House Ghiberti for Florence, we are actually here right now (love the internet in the room!). We are paying 140 euro which incl. a 10 euro cash discount. I am really satisfied for the price and the location is excellent.
