I don't think that hotel is remotely as nice as a Holiday Inn Express. Maybe more like an Etap, although I think those might be better, actually.
Etap is an idea, if the OP wants to look more, they have rooms around 60 euro, but the Alfa is 48 euro, I guess.

Thanks for the input everyone! I will definitely check for bedbugs at every hotel I'm staying at. Luxury isn't a huge deal for me... I've stayed for 2 weeks in barracks in the Dominican with tarantulas in the room. I was mainly shocked to find a hotel in Paris for so cheap.
When we emailed the owner to make reservations, he confirmed but did not ask for a credit card number or anything, he said we would just pay there. Is this common? I haven't experienced this with any other hotels in Europe.

I made a reservation over the phone for a gîte in the south of France last summer. I asked the owner if he wanted us to mail a check for a deposit. He said he never does that, just show up and pay when we meet. When we met him he said just pay when we leave. At the end of two weeks we paid him and he was very happy. We probably could have just packed up and left without paying if we wanted. Some people don't operate according to a predefined business model. Go with your gut.

I wouldn't say that is common (for a hotel to not take a CC for a deposit), but it isn't that unusual, especially in places like that (real cheap, far out). It's possible they always have a vacancy anyway, so it doesn't make much difference to them if one person doesn't show up.
It wouldn't be that difficult to find a double room in a cheap hotel for maybe 60-70 euro, but I agree, less than 50 euro is really cheap for Paris. I know kerouac says he knows hotels for only 25 euro for a room, but I'm not sure he has ever said where they are or their names. Although if they aren't as luxurious as this place, I can't quite imagine what they are.
