It really depends on how much you want to spend. Best location and some of the best hotels and highest prices are along Rue Rivoli (Meurice, Intercontinental, Ritz) and Ave. George V (George V, Plaza Athenee) One of the best values is the Hilton, right beside the Eiffel Tower and only a block from the river, but a long walk from the rest of the main attractions.

It depends upon which major attractions you wish to visit. There are major attractions all over Paris. Get a map, highlight the attractions, then decide approximately where you want to stay. Determine which arrondissement that is, and start researching hotels.
