Have just returned from Prague and Budapest. Definitely slacks and capris as lucy suggests. No shorts unless you are 20, have fabulous legs and can wear short shorts or you will stick out a mile.
Generally speaking people weren't dressed up in the evening, the only exception being the Opera in Budapest where people certainly had made an effort. I wore the black slacks that I had been using as day wear and teamed it with the one, definitely after 5 type top, that I took with me and a good pair of shoes. This outfit certainly did for the couple of posh restaurants we went to as well, but I didn't feel as though it was absolutely necessary to have got as dressed up at these.
It was in fact very hot whilst we were t=away - we were wearing the clothes that we had packed for our 3 day stopover in Bangkok, but this was very unseasonal. All the locals were complaining.
Regardless of what the weather is expected to be, I would never travel without a jumper or jacket to allow for a cooler day or evening.

if you are planning to watch evening concerts held at some churches, museums (i highly recommend this, quite inexpensive too compared w/ what you'd pay in the US), nice, little more dressy, casual attire would be nice since you'd be in some very nice surroundings. this gets you in the groove of the whole concert going experience. i highly recommend the concert at the schonnbrunn palace in vienna and in prague, the concert at the museum that starts with an "R" ( can't remember the name )but it's in the old town section.

We are also just back from Vienna, Prague, and Budapest. Shandy has answered well. Slacks will do it. Include some black ones with a dressy top or two and you'll be fine. Leave the jewelry at home.
These cities all have fine music and restaurant offerings. Those who go do dress for them.

It is very rare to see adult women wearing shorts in central europe unless at a resort or doing something athletic. Wear lightweight pants, capris or skirts - with some sort of comfy walking shoe (LOTS of cobblestones). For evening you don;t have to be dressed up unless you're doing something really special - but I would have 1/2 nicer outfits for dinner/concerts (ie silk pants suit nd real shoes - I do wedges since they're sturdier).
You're not in the mountains in any of these places and It doesn;t get especailly cool at night - some sort of light jacket or wrap is the most you would need.

A woman contemplating wearing shorts needs an honest spouse or friend.
A woman contemplating wearing shorts in a city can take me as an honest friend when I say: leave them at home.
Don't try (if you will excuse the pun) to skirt around the question by quibbling about the length.
[For the purpose of this discussion, capris are not counted as shorts unless they are too tight on the hips.]
