Rick isn't recommending anything or sending you places for pizza or to farmer's markets on his audio guides. His audio guides are site specific with content about each place and include maps for things such as the Forum. It's not like one of his travel books recommending itineraries or suggesting things to see. So if you download the forum, he is walking you through it, telling what you are seeing, etc. Rick Steves downloads are free so you can listen to them in advance and see if you like them or not. They are not about general touring of a city. You can d/l just the Colosseum or other sites such as the Vatican Museums.
Pierreci has d/l's for 4€ that might be better than Rick Steves, but that is the same price as renting an audioguide at the sites. You have to search for the site and then scroll down to get the link for the audio d/l.

I don't see why you would need a second IPod. Just buy a splitter so you can each plug your headphones into one IPod and share.
Another option is to take the guided tours provided by each site. The Colosseum has a guided tour for 4€ that last 45 minutes.

I'm not sure if RS has a d/l for Pompeii, but the audioguides at Pompeii are handheld and don't require headphones. The sites are numbered and you just enter the number you want to hear about into the audioguide and listen.
If you want ease and flexibility, I suggest getting the 3 day Roma Pass for Rome. For 25€ you get free admission to your first two sites you visit (Colosseum/Forum/Palantine admission is regularly 12€ and counts as one entrance on the pass), discounts after your first two entrances and a 3 day transport pass. The pass lets you bypass the ticket lines. The Colosseum/Forum/Palantine can be revisted over the three days without counting again on your pass. If you use your free entrances for that and the Borghese Gallery (12€ also) you have about used the value of the pass with just those two. You do have to make reservartions with the Borghese by phone and tell them you are using the pass.
