poysine, the phone has to have international capability and Cingular will have to activiate your account to allow international calls. My suggestion however is to go to a tobacco shop in Italy and purchase an international telephone card. Make sure it can be used for calls to the U.S. These cards are extremely cost effective and easy to use. Much cheaper than using the cell phone. I also have cingular with international calling however I only use it for emergencies.

I called Cingular last fall about whether my RAZR would work in Europe. I will and the charge is $1.05 per minute or I can pay $6.00 /month and get a rate of $.95+/- per minute.
I had a signal in Scotland, England, Netherlands, and Italy. Used it only once to check a message.
I call Cingular about getting the Subsidy unlock Code for my phone so I can use an Italian SIM card in it on my next trip. They supplied me the unlock code ... took about 10 days but they called me back with it.
I haven't tried using it yet beecause I won't return to Europe until the fall.
