No matter who you rent from, you won't get terrific rates for single day or short rentals. The savings come with 7-day rentals.
Also, you will get MUCH better prices if you pre-book from the States rather than just walking up to a rental counter in London. Probably 30% cheaper pre-booked.
There is no one "best" or cheapest agency - all will vary depending on the size of car, pick-up/drop off location, auto vs stick, etc. Start by checking AutoEurope and then keep searching. I have used probably 8 or 9 different companies over the years in the UK because each rental period has resulted in a different "best" deal.
It usually takes me longer and more work to pin down a car deal than to get the best airfare.

I've found good rates at www.easycar.com a couple of times. I'm looking myself for a rental in April and I've just located one for GBP 66.84

They do have some happy customers (not least because they use jolly funky cars). But don't assume this is just a cut-rate Hertz
