Car in Dubrovnik
It doesn't sound like we need a car in Dubrovnik, am I correct. But we do want to go to Bay of Kotor and Mostar so I think we'd like a car then. A couple of the rental agencies charge quite a bit extra to travel to Montenegro. Please give thoughts, there will be 4 of us.

You definitely don't need a car in Dubrovnik, and it would be more of a hinderance as parking does not seem to be in abundant.
If you are interested in driving yourself to Montenegro, I would go with just renting the car for a day. We used economycarrentals.com and they will actually drive the car to you at your hotel or designated spot, which makes it very easy because you don't have to go to a pickup point. Otherwise you could use a private driver (we used one, but any taxi driver will ofer to do this) or a bus tour such as Atlas.

Thanks Tracy, did you rent you car much in advance or just when you got there? Also, did you go to Split from there and if so did you drive or take the ferry? Thanks for your help.

tidy, sorry for the slow response! I am currently in Japan on vacation.
We rented in advance. We took a private guide to Montenegro because our tour with Atlas was cancelled due to not enough participation (we were there last November) and at the time my husband was nervous about driving through Montenegro. We used the car to drive north from Dubrovnik to Split, Trogir, Slovenia and eventually to Zagreb, where we dropped the car and flew back to Dubrovnik.
The price of Economycarrentals.com was significantly less than the other car rental companies we looked at, including Auto Europe, who we usually rent through. We were nervous to use them, partly because of the low cost, but got the recommendation here on fodors and decided to go for it. As I said, they drove the car to us right outside of our hotel, Villa Adriatica. We completed all of the paperwork inside the car, were given the keys and instructions on how to use it, and were on our way. All in all we were very pleased.
Driving through Croatia is fairly easy and very scenic. Admittingly driving in Split was not very fun, as its trafficy and hectic as any bigger city is, but if you follow the signs to parking or where you want to go then you should be fine.
If you do want to drive to Monenegro, just be sure to notify whichever car rental company you decide to go with to let them know because I believe it requires additional documentation to cross the border.
If you have any other questions, please just let me know!

I used economycarrentals as well, and got the cross-border card.
I rented from Split airport, stayed ovenight in Trogir, drove to Mostar and stayed overnight - in answer to your question on another thread yes, definitely worth doing. I drove to Dubrovnik and did keep the car as I planned to do a couple of trips out to Trebinje, Montenegro etc. I got parking by my apartment which was convenient and free. Depending on the timne of year you are going and where you are staying, parking may be freely available or hard to find! There was plenty of on-street parking up the hill last week, all free. If you are staying out in Lapad or Cavtat you might find a car useful. In the end I took an escorted tour to Montenegro and had too much to keep my busy in Dubrovnik to go to Trebinje so I paid for 2 days car hire I didn't use, but it was so cheap at around 20 GBP a day it didn't really bother me.
After a few days in Dubrovnik I drove the Pelsjesac peninsula to Orebic and took the ferry to Korcula for a day. I then drove back across the peninsula to Trpanj and got a ferry to Ploce on the mainland to save backtracking. I then ended up back in Split after a wonderful week.
