Can I get off the train during layover in Leipzig?
I am taking the overnight train from Prague to Frankfurt. We currently have a 4 hour "stop" scheduled in Leipzig from 8:00pm - 12:00am. Will we be permitted to disembark during that time?

Yes, of course you can. Leipzig's train station is one of the largest in the world and actually is a giant shopping mall with excellent rail access. Also you can leave the station as downtown, the pedestrian zones and the great downtown malls are just across the street. Leipzig is known for its beautiful, several centuries old malls.

Just curious what kind of overnight train that is.. a 4hr layover sounds quite unusual.
Did you check those times on www.bahn.de or somewhere similar?

There is a EuroNight train, EN 352, for Frankfurt, that LEAVES Prague at 8 PM and is scheduled to arrive in Leipzig at 24:07 and then leaves Leipzig at 24:54. That must be the train.
There are no night trains shown on the Bahn arrival board for Leipzig from 19:00 to 20:59 (7-8:59 PM). Similarly, the departure board shows only two night trains departing Leipzig between 23:00 and 24:59, the afore mentioned EN 352 and a CNL train to Munich which only spends a few minutes in the station.

First, to answer your question, you must get off the train in Dresden, otherwise you'll end up in Berlin, not Frankfurt. Trains don't stop for 2hrs, they just stop long enough for people to get off and on, then continue.
Second, that's a really lousy itinerary. Departs 2:30pm, arrives 7am the next day. That's 16+ hr train ride.
The reason you have 2x 2 hr stops (Dresden and Leipzig) as you must change trains on this itinerary.
A normal connection would be 1 change in Dresden, then no changes Dresden to Frankfurt. ~7hrs total travel. If you leave on the 14:34, change in Dresden 2hrs later, you will arrive in Frankfurt Hbf by 10pm.
If your objective (as it appears) is to get to Frankfurt airport for a morning departure, you will be far better off flying from Prague to Frankfurt earlier that morning than taking the 16hr trek you've planned.

It looks like EN 352 does stop in Leipzig at those times (20:25 to 00:54, but it originates not in Prague but in Dresden. The train to Dresden is a separate train; you will have to change there.
I have some question as to why the arrival board in Leipzig does not show this train arriving at 20:25.

I've taken a train to/from Dresden and Leipzig, and I think I did accidentally get off when I was returning at Neustadt.
But whatever the schedule really is, or could be, I do agree that Leipzig has a really nice train station. It's probably the nicest one I've ever been in.
