Yes, Eastern Europe can be cheaper, and it's quite safe. Aside, of course, from Ukraine right now... Loads of interesting places there, everywhere from the Baltics to the Balkans (click on my name for my B trip TRs). BTW, I think you get six months in the UK, the 90 day limit is 90 days within 180 days, so that may be what you heard.
Before you buy a train pass figure out your route and cost the train trips (see seat61.com for links to national rail sites). A rail pass is seldom worthwhile in Eastern Europe.

depends whether you want flexibility to hop any train any time - if so and doing more than one or two longer train rides do check the Eastern European Railpass where for $47 a day p.p. you can hop any train anytime - that's about 33 euros a day - hard to beat if taking 3-4 longer rides and again totally flexible travel.

Do any of your train journey, bus at night so you dont need accom. Make some friends who will put you up for free. Buy a tent and camp out places. In Ireland many beaches and places to camp out free of charge. You'll be surprised when you travel you will meet loads of people who you will end up sleeping on their sofas or spare bedroom. Just go ultra cheap at the start and see how it feels. hostels are cheap enough in ireland.
