If Brussels, you can always take side trips to Bruges or Ghent if you feel that you've seen enough of the city. Without knowing your interests, it is difficult to be more precise.

Neither Budapest nor Brussels is in the UK.

That said, Budapest if you have any interest in Central Europe, its history, people, life under Communism, life under Nazism . . .

Someone asked a similar question, and looks like most people's vote went towards Budapest -

I also vote for Budapest! Excellent on the wallet, very friendly people, lots of things to see (museums - Terror Museum was informative and interesting, if not depressing, sightseeing - heroes square, castle hill, buda, pest, the bridges, etc), shopping, architecture, food, etc.

But best thing to do is get a guidebook on both cities and see which one fits your tastes better.

It does all depend on what sorts of things you like. Bothe are equally nice, although 5 days in Brussels may be pushing it. Have you been to Amsterdam? It is very easy to get to Belgium and the Netherlands from the UK.

I would vote for Budapest however the travel is not very close to London. My family and I went from London to Brussels last summer and i will not return to Brussels again. The travel by train was easy however I felt that Brussels did not offer very much, it is a one day trip in my mind.

If I could plan the trip again I would have gone to Budapest as everyone I know that has traveled there has told me that it has been there most favorite part of their trip.

It took you more than a year to get over your disappointment and tell us about it!

Never mind: Budapest is there as a pleasurable prospect for the future.

Well, Burrage3, it's understandable. If you invested as much time in researching Budapest as you did providing a description of what your travel likes/dislikes were, so we could better enlighten you (probably 30 seconds), you got out of it what you put into it.
