Your claim "The airline must only promise to award a given percentage of its inventory" is something that I was believing too, up to a few days ago, when I was finally able to talk to a BA Executive Club supervisor, who actually told me a different story:
It is simply not so. There are NO certain seats in every flight set aside for award flyers, nor is there a "percentage". Basically, BA is trying to SELL every single seat on every flight. They would "release" only those seats that they can't sell, or they don't estimate they would sell.
And so, on busy routs the chance of getting a free seat is close to none.
And so, I can only guess that South Africa is not a very popular spot, and BA flight are taking off from London to SA half empty, which explains the "generosity" of BA in awarding free seats to SA.

Sandi, no, El Al is not on the BA partnership list.
Kate, I am more interested in redeeming my miles and saving about $1,000 per ticket to Israel (this summer they were more like $1,200) than spending my miles on an upgrade... Just a matter of priority.

This might be salt to the wound but....
As Qantas FF's, we had no problem booking a pair of first class seats, Europe return for the northern Spring. Seemed to have plenty of choices.
Trouble was, all we could have was British airways and we would have much rather had Qantas seats.
Qantas now serve vintage champagne, but British do not!
It's THE PITS!
Next, we'll have to tuck our own napkin in, can you beleive it?
