It is simply incorrect what you think about health certificates.

For a private person, a regular tourist, it is illegal to bring into the EU:

> meat
> milk
> dairy products

There are two exemptions (except for less strict restrictions for travelers from EEC countries):

> goods contain only very small amout of milk of cream, e.g. chocolate, cookies, or similar
> the private traveller can present a health certificate which proves compliance with EU regulations

If a private person wishes to bring a cheese into Germany or Denmark or the UK, it has to comply to the same standards as if he was a professional food importer, i.e. present proper health certificates.

Your chances to get caught are small. Yet you may want to keep in mind, that these regulations are not to torture the foodie but to keep certain diseases from spreading.
