Best base for staying in Loire Valley in late March without a car?

Yes missed the no car part.
Transporation to chateaux from Tour or any Loire base is spotty and slow - but the mini-bus tours go from Tours too. That is if you have only a few days -otherwise you could go by train or bus to nearly all Loire chateaux a day at a time.

It is very easy to get to Blois and Amboise and Chenonceau from Tours by public transportation, I did it and it isn't difficult at all. I also went to Azay-le-Rideau but that was a bit trickier because the chateau is quite a walk from the train station and the train schedules didn't coincide with that very well. But the other 3 were easy. I was studying in Paris that summer and did all that just one weekend, it couldn't have been more than 3 days as I had classes almost every day. I probably went on Friday and came back Sunday evening by train.
I think Chambord isn't that easy to get to by public transportation. Tours to Chenonceau is only 30 minutes by train and there are trains about every 2 hrs. Tours to Amboise is only about 20 minutes and there are trains about every hour. Yes, the station is a walk from the main tourist attractions, but I like walking and didn't mind it. Tours to Blois is only about 40 minutes by train and again, trains go every hour or so. That is the same train to Amboise, you can go to Blois in the morning and Amboise later or vice versa.
In short, no, I would not say transportation to those is spotty nor slow.
