Wow..difficult decision and I've been to both and would agree with Michael re Berlin...more choices in every one of the interest departments you've listed.
And if you wanted even more "art" you can be in Dresden in a couple of rail hours.
Too bad you cannot do both as at least two budget air carriers could get you between the two in one hour and 10 minutes N/S.
