No, I would take this to mean that the doors are closing at 5 PM. The last tour is probably 45 - 50 minutes before closing.
Any reason for this time of 4:45?

For the heck of it, I went to their website...I've been to this salt mine several times with different family members that have joined us on vacation. They have no postings for the time of the tours and my recollection is that as soon as they have enough people, they start the tour. You have to get your miners clothes, change, and then everyone meets at the little train that takes you into the mine. Pictures are taken and then the tour starts. The tour is roughly 50 minutes but you eat up time with questions and picture taking. Each tour is accompanied by a tour guide and there is no wandering off...everyone goes in on an organized tour. I wouldn't get there any later than 3:30 for the 5 PM closings that last til October. This is a fun tour for young and old!

Fun for young and old, unless you are elderly and have a hip replacement. Then the slide down the wooden slide could be tricky

Also, there is an alternative method to the slide which one of my family members chose...you can walk down to the bottom of the slide.
