I was in Paris for Bastille Day last year, and everything was pretty much business as usual. Many museums are actually free on July 14th, (the Louvre and Versailles were both free).
I found that most everything was open (restaurants, shops, etc)
I was wonderful to sit on one of the bridges that night and watch the fireworks at the Eiffle Tower!

I've been there for that holiday quite a few times, and a lot more is open now than used to be. I think major dept stores are closed, and a lot of other shops, but even some of the shops in Les Halles were open on the last time I was there for that (2001). Most museums are closed, but they have been keeping a couple of the big ones open now. In 2001, it was the Louvre and Pompidou, I believe. It's a complete zoo, though, I wouldn't recommend you go to museums on that day because it's so crowded. If so, definitely avoid the Louvre--Pompidou wasn't too bad. It wasn't free, but another holiday I went to the Pantheon because they had made all the monuments free on that one (I think 2000 or 1999). Enough restaurants are open that I wouldn't worry about that at all. Of course, a lot of stores won't be open on Sunday, and some restaurants aren't, but museums always are.
