Are tuk tuks in Lisbon just for tours?
Can tuk tuks in Lisbon be used to get from point A to point B? When I googled it, it sounds as if they are only for tours of the city, with the driver as your guide. Is that correct?

You might try negotiating that with the driver, asking him/her to take you, for example, just to St George's castle (and walk back) or on a short tour of the very hilly Alfama. For an entire 4-hour, half day tour, they're expensive. But you'll find them everywhere.
In Sintra, their current rate for taking passengers up to the Pena Palace: 10 euros/person. It's a bumpy ride.

My experience is very limited, but we asked a tuk tuk driver near the cruise ship port in Lisbon how the tuk tuks worked and she told us she had a 40 euro minimum as she did tours vs just transportation. I was under the impression she was there to collect groups of people disembarking from the cruise ships.
Plenty of taxis though.
We took an Uber from our apartment in Sintra up to Pena Palace before the road got busy and it was 7.80 euro. We walked back.

Thanks. I don't want to try to negotiate for one way transportation if that is not what they are typically used for.
Next, does the Uber app work in Portugal, assuming I have an international phone plan?

Yes, the uber app works in Portugal. We've used it in Porto, Lisbon, Sintra and Cascais. We didn't have any problems with it, but we weren't there during the very busy Easter weekend.
The tuk tuks that we saw at the Lisbon cruise terminal were placed there to take cruise passengers on tours. It's one of the packages that certain cruise ships sell for their day excursions.
