Yes, they are safe.
The Tuk-Tuk lined up at various tourist spots. If you want one, talk to the driver whose Tuk-Tuk is at the head of the line. Tell him/her where you want to go and what you want to see, and for how many hours in total. Then negotiate a fare with the driver.
