Hello,
I think if you have to choose one, then you should make your choice based on which city/town you would prefer to stay in, otherwise of course I would recommend both.
The Lisbon beaches are very pretty and I think have more atmosphere with more people and tourists. You will also find many restaurants and everything for you to dine at.
In contrast, Algarve defintely has better quality beaches in terms of sand and water. This is where many locals go from Lisbon during July/August for holidays as the beaches are fantastic. However in saying that, it doesnt have the novelties that the Lisbon beaches has especially during September in my opinion.
I leave i will leave the decision up to you.
Enjoy.

Lisbon has very fine beaches right in it - now that the industrial detritus has been cleared away
IMO Cascais/Estoril were huge disappointments each time i've been thru them
The Algarve is known for having some of the finest beaches in Europe and like portuenese says could be a warmer.
But if in Lisbon and just want to spend some time on the beach you need not leave the city - or Estoril/Cascais are just a short train ride away. Algarve takes 2-3 hours each way.
