Is there some reason you want to stay at this hotel? It is in the 19th and is not close to CDG nor all that convenient to the center of Paris.
The Hotel won't have a shuttle - you'll want a cab. It is about 15 miles from the airport.

Have not stayed there but see it pop up quite often on searches for reward nights in Paris. It gets decent reviews if you don't mid being out of the city centre. A plus is its proximity to metro station Riquet on line 7 which will take you without connection to several touristic spots including Opera/department stores, Louvre, Pont Neuf to get to the Iles. It is also quite near Parc de la Villette with its science and music museums which are quite enjoyable for kids and even adults.
As janis notes, there is not a hotel shuttle from the airport, which is common for hotels outside the area immediately surrounding the airport. Just grab a cab.

The website should say if they have a shuttle, but the only hotels I've seen with shuttles in Paris are right around the airport. The 19th is a district of Paris, there are 20 of them, numbered (starting with 1 in the center and going up as they go around Paris in a clockwise circle). You can see them by looking at a map of Paris, at least any decent map should show their boundaries. In French they call them arrondisements. It's just like any city that as numbered districts, like London or Prague. Marseille has arrondisements, also.
The bateaux mouches are tourist cruise boats on the Seine which runs through the middle of Paris. The Moulin Rouge is in the 9th arrondisement, sort of half way between the Seine and the northern boundary of the city.
