4 hour layover at Munich airport

The town of Freising is near the airport - it has a nice old town section and a brewery that can be toured. I believe there is a bus that goes there from the airport. The S-Bahn also goes there, but requires a train change.
Going to Munich itself is about a 45 minute train ride each way. I did this with a 6 hour lay over quite comfortably, but with only 4 hours, you don't have enough time.
Is your onward flight within Europe? If so, you don't need quite as much time at Munich airport before departure, but if your flight is intercontinental, then you'll need a decent amount of time to go through immigration and security.
