I use NancyB with Cruise Planners (800-561-0802)/ <[email protected]> for a number of years. I had used several other TAs before and always ran into problems (not ruturning calls, not knowing the cruise lines, not discounting cruises, etc)
I have used Nancy for the last 3-4 years (probably 10 cruises) and she has been wonderful. I think she must work 24 hours a day. She is very quick at responding via phone and email. Customer Service is excellent and her prices are also supurb. Highly recommend her.
As far as reducing prices after final payment - both Celebrity and RCCL do this without any problems.
Good luck with whoever you book with!

One to stay away from is moments-notice.com. The price went down on our 14 day cruise, and they wouldn't answer my e-mail. The agent, a really nasty women named Helen, said that Celebrity did not include port charges in their prices. That of course was a lie. We would never deal with this company, regardless of the price.
Next time I will book directly with the cruise line. At least you have more control over your reservation.

I like booking through these 2 companies.
Either one has given me great pricing

I like the fact that this one lists the specials of the day.

I always work with a repudible local travel agent. I have one-on-one face-to-face contact. On one reservation, the fare decreased by several hundred $$ and she was able to get me an upgrade to a larger balcony too! (and this is during high Season in June to the Caribbean).
