My husband and I will be on a Mediterranean cruise this summer and have been looking into it for over a year. No change in price (except a few did actually go down or up $20 or so). I haven't seen anything about discounted excursions. I do know that, when you book the excursion, payment is due in full, but is 100% refundable up until 24 hours before the excursion...

If you have more than one week before your cruise leaves, you have plenty of time to do a little research and get almost any of the standard cruise excursions for about half to 3/4 the price by using a local tour operator.
Visit Cruise addicts dot com or cruise mates or cruise review and read the message boards and you will see the popular guides to use.
The only exceptions are if you go to islands that are not that popular (such as Guadeloupe).

All you really need is less than a day to do the research, esp. if the cruise is going to the Carib. It doesn't take that long. I did it in about 2 hrs. if that. When you get off the boat there will be cabs and tour operators waiting for you. No worries.
