Casino open during Alaska cruise?

Will the casino be closed at port and open at sea? Or are there different regulations on an Alaskan cruise? Maybe we are at port much more than on other cruises and that is why we have received that the casino will be closed much of the time. That would be fine since we are obviously on the cruise to see Alaska not to be in the casino, but I want to be sure I understand.

Thanks!

casinos are closed IN all ports-
Alaska is also the US
You can only gamble in international waters- so that is AFTER the ship moves out to sea in International waters...
It has to be so many miles off shore to be considered International waters....
