sand - taylor bay beach on provo, t&c - it's perfect white and soft like talcum powder.
water - grand cayman - gin clear to 50' or more. provo's water is a prettier shade viewing from the beach.

Of the islands I've been to, Grace Bay beach on Turks and Caicos without a doubt.
