Any island south of Puerto Rico will generally be warm (think mid-to-high 80's F.) enough for swimming during February and/or March.
As for All Inclusive Resorts, you'll find lots to choose from on Jamaica, the Dominican Republic as well as Cozemel and Cancun/Playa del Carmen. You'll also find a decent number on of AI's on Antigua (check out Sandals).

I'm not sure if Cozumel will be mid 80s in February. In January, I was kinda cold -- dipped into the high 50s at night, mid 70s in day which wasn't that warm when the sun wasn't out. Water temps were like 73 so we while we dove, I didn't end up snorkeling everyday like I usually do. I'm not sure how much it warms up in a month, perhaps it does?
I know late March in Jamaica was blazing warm, mid 80s which felt like low 90s with humidity.
