The Sands shuttle...what's that about?

The Sands shuttle...what's that about?
Their website says they offer a reduced fare shuttle to places, I believe, within 3 miles? What's that about? Is it any cheaper than just taking a regular taxi and can that get us to the IGA (or other supermarket), Ports of Call, downtown????

read my other reply to your other question but when we were there shuttle was free to IGA (didn't use though) Now maybe they charge. Taxis were rather expensive but don't remember exactly. Other than resorts on either side the only restaurants in walking distance is POC but not sure I would want to do at night - maybe once in a week - by now maybe they have better sidewalks and shoulders on road.
I think there was a Irish place on the closer side of POC to Sands that would be the easiest. I also seem to remember alot of construction near POC that was maybe going to be a mall. The Allegro was just up from POC and that got torn down and I think they are building something there.
