Those are two of the "major" car rental companies. They have multiple locations throughout Puerto Rico so it's hard to make a blanket statement regarding reputation but by and large they are both very reputable. Like any service oriented business I'm sure there have been some customers and one or more locations who over the years have had "service issues" but that's not the norm.

I figured I probably couldn't go wrong with either one. The reason I need to book one of those is because I'm picking up in one airport and dropping off in another. I just wanted to make sure there wasn't something in particular I should know. Sometimes the chains can surprise you! Thanks for your reply.

We've rented from both and had good experiences. You MUST have a written statement from your insurance agent indicating that you are covered in Puerto Rico and indicating your limits to avoid the insurance. I think Budget wanted the statement to include the policy limits, but they called our agent (on my cell phone) and it was fine.
If I recall, Budget was a franchise location and would have required a higher reserve on our credit card if it had not been AmEx.
There is only one we would not rent from again, which was also a national brand.
All of the rental car agencies are off property and within a few minutes drive of the airport.
Good luck!

We had service above and beyond from Hertz in PR. We picked up our car at the airport but we had scheduled a return to the downtown San Juan location. After turning it in we had planned to take a cab to the cruise ports. When we arrived at the Hertz office we were told no need to take a cab, they would gladly drive us and all our luggage to the cruise ports at no charge. The driver was very nice and that little gesture saved us quite a few dollars. Nice touch to say the least. We are normally pretty loyal Hertz customers anyway and that just made us even more loyal.
