Fall Quebec/Montreal - best time to go?

I assume there are leaves changing at some point. Are there festivals going on?

What do you suggest as the best week?

Fall leaf colour is a major tourist attraction, but it is scheduled by Mother Nature rather than the travel bureau. Late September is about as specific as is possible. The Quebec provincial government maintains a colour update website but it won't be any help in the dead of winter. Festivals in Montreal and Quebec? All the time; check the city websites.
