Bill I find S'pore a tad dull and have never been to Tokyo so decided to rank Tokyo 9 and S'pore 10 - tho based on your criteria Tokyo should get a lower ranking from others too IMO as it is just far more expensive than the other cities you have mentioned...quite agree that KL has little to offer but it is VFM...
