The Makati area of Manila is the cleanest and safest and if staying in Makati I would suggesst the Shagri-La. If you want closer to manila Bay then I really enjoyed the Pan Pacific.

We are leaving for Manila on September 9th for 10 days. We are staying at the Manila Marriott near the airport as we are using hotel points.(this hotel appears to be a true 5 star property).
We have been to Manila now 4 times and have always stayed in Makati. There are a number of 5 star hotels which were true 5 star properties in their early years but alas I'm afraid those days are long gone. These properties have not kept up over the years - little or no investment in renovations. You might consider the new Holiday Inn Makati just opened this year so it will be new. In years past we have stayed at the New World- both of these are centrally located in Makati and easy walking to shops and restaurants. I would give these 4 stars at best. Check out the reviews and photos on Trip Advisor before you make your decision. Note that we had considered the Peninsula, Oriental, and Dusit but after our review and talking with family in Manila we passed on these as I have indicated they have not kept up with capital investment to maintain a true 5 star experience. Sad but true.
