One problem is that no date has yet been set for the elections, but they have said elections will occur during the dry season, which is high season for tourists. I expect there are plenty of people who have already planned trips to Burma in Nov/Dec.

Actually, I'll be interested to see whether they hold elections at all.

I am headed to Hanoi in a month and have been thinking about a late Oct or early Nov. "side" trip to Burma. The non-stop flight between Hanoi and Yangon plus the VOA was a deal maker for me. But like others, I have been watching the news to see if/when the elections might occur. So for now I am just sitting and waiting..... I am sure lots of other people are doing this also.
