No budget airline flies this route direct. And HKG is not really served by many budget airlines - except Cebu Pacific to the Philippines. Or if you consider the "secondary" airlines like Dragonair of Hong Kong, or Orient Thai of Thailand.
HKG-KUL is served 5 or 6 times a day. 2 on MAS, 2 or 3 on CX, and one on China Airlines.

maybe try using one 2 go form Hk too bkk. then air asia too KL,
I donb't know much about one 2 go. most of the site is in thai. but is one of the new budget airlines in asia.

There are no budget airlines flying direct HKG-KUL. As mentioned, Caathay/Malaysia/China Airlines best bet. Valuair is not ready yet and unlikely they will be doing HKG if at all for a long while. You 'could' use Dragonair to BKK as they have good deals and then try for the daily BKK-KUL on Air Asia but any delay inbound and a missed connection means you loose the whole fare you paid. I think you will find a simple return cheapest way.

I have noticed that emerites and gulf air regularly offers flight too HK form bkk for about $150 and sri lankin air for a lille less.
the trick is finding a agent that is willing too look for the red eyes and flight that are being re- positioned for another rout the next morning..
there may be some airlines that do the same between KL and HK
