For RDU it's bad because we're nowhere near capacity as it is - lots of empty gates, and they're building a large, brand new terminal that's going to go begging. I wondered about it when first announced, but there was definitely a "if you build it, they will come" mentality that didn't mesh with the realities of airlines' strategies re: routing, nevermind rising costs.
