Why, are you on the plane now???
First you should have a polite talk with the lady. I don't understand what you mean by screaming at her child and at yours? Is she part of your group? or is she a total stranger? That part is not very clear. If she's part of your group, what would prevent you to tell her exactly how you feel? if she is a stranger, again, ask her politely to refrain from speaking/yelling at your child.
If that dosn't work, talk to the flight purser. S/he is the boss of all the FAs, and s/he will know how to approach this problem.
If these steps did not produce the desired solution to the problem, ask to be moved. The problem with that is if the plane is full, but in most cases there are usually few available seats, and maybe even in the business or first class

1. sit in your daughter's sit.
2. offer toys and snacks for the screaming baby (assuming you have plenty for your daughter)
3. are there airplugs for children, so your daughter can sleep?
4. if all of the above doesn't work talk to the flight attendant. I don't think talking to the stressed out woman may help.

If the situation is upsetting your daughter, you can certainly exchange seats or ask to have her moved. Otherwise you have a choice: A) beat the woman and her child senseless so neither of them bothers you any more. B) ring the FA and say that this family seems to need some help. C) Ask the woman if there's anything you can do to help because you have kids of your own and know that everyone gets tired on these flights. The woman needed a time out, it sounds like, and the child was possibly uncomfortable (ears?) or sick or exhausted.
Otherwise, why "asap"? Are you trying to write a complaining letter to the airline? Or do you have a bet?

patted so, especially if the mother is yelling at your child, reach over and do it.
