Carry-on liquids: 3 ounces or 100ml?
In USA, the regulation is: "Each traveler is limited to ONE, QUART-SIZE, clear plastic, zip-top plastic bag of travel-size toiletries (3 ounces or less)." In Europe, the regulation is "100ml or less". What happens if I bring a container with 100ml (which is slightly more than 3 ounces) into the USA?

I want to make sure I understand your question. It's not a matter of what you bring <b>into</b> the United States. It's a matter of what you bring <b>through</b> USA security.
If you are entering the USA from another country, and you pass through security in that county, you'll have no problem if your entry point is your final destination.
For example, suppose you are flying non-stop from Paris to Chicago. If you bring your 100 ml (more than 3 ounces) aboard, you still come in the USA with no problem.
However, keep in mind that if you are connecting in the USA, say from Paris to Chicago to Seattle, then you do go through USA security to get to your Seattle leg.
Finally, If you're wondering if they'll let a 100 ml bottle pass...probably. I've brought 4.6 ounces of toothpaste through several times. I really doubt if they'll conclude that 100 ml is greater than three ounces.

It really depends on the agent. They know approximately what size 3oz is and it is pretty close to 100ml.
However, do have to warn about bringing things that are bigger but are partially used. They will confiscate those things. They are primarily looking at the container size. I had a toothpaste that was 5 oz, but more than half gone. They took that because of the size, not the quantity in it.

I mean starting in Europe with 100ml containers, but then having connecting flights and the return flights from US airports. "Depends on the agent" - that has indeed been my experience with other items. It is not really helpful because I have to face the risk that my contact fluid will be confiscated.
A solution would be if I could decant the liquids from 100ml containers into 3 ounces containers; however, in Europe such containers are not available. I wonder if 3-ounces-containers are sold at American airports?

Medicines and contact lens solutions are not included in the 3-1-1 rule (3 oz max container, 1 zip top bag, 1 quart size) that applies to cosmetics and toiletries.
