Montenegro in September

Hi. Wife & me are planning a trip to Budva/Kotor in late September , around 23rd September. We are confused between Kotor & Budva. We prefer a town that has beaches so I'm assuming Budva would be a better choice. At the same time I've heard the fjords in Kotor boasts beautiful views. So we are really confused. However i had a few questions.
Will it be too cold for swimming at that time of the year?
Will bars /nightclubs be open at night at that time of the year?
Will there be any beach bars/parties ?
We are planning 3 nights in Budva which includes a day trip to Kotor. Is that sufficient?

I spent a week in Montenegro during that time three years ago.
As it was part of a conference I was "forced" to stay a few days in Budva - or to be more precise: in adjacent Becici.
I found the Adriatic Sea to have pleasant, warm temperatures - it's pretty normal to have air temperatures solidly around 30C still in September.
It isn't the most beautiful seaside resort, but also not a surpringly ghastly one. Becici is more artificial resort with just hotels and restaurants. But the beaches are nice and I did not find them too crowded. Or even crowded.

But the true beauty of Montenegro is the enormous variety of landscapes squeezes into a very small country, from the Kotor bay (fjords) to the hinterland with snow-capped peaks and virgin forests.

It takes a bit of an elevation to actually see the impressive fjords, so staying in Kotor town proper would not give you many stunning vistas - except those of Kotor itself, which is picture-pretty. But also a bit overrun whenever a cruise ship sails into the bay.
Though you do find many vacation rentals in any town along the bay - many also in somewhat higher elevations so you can actually see fjords and mountains.

IMO, the best way to experience Montenegro is with a rental car and stay a number of days around Kotor/Budva and explore the fjords and towns along the bay and coast. And two to three nights in the hinterland.

Have not been to Budva but have been to Kotor and agree with Cowboy that you will not see the vistas from being in the town itself but only when you get high above it. There are no beaches to speak of there. We were just there at the beginning of October and it was t-shirt weather.

The drive around the fjord itself is beautiful.

Dont confuse Kotor and Budva, Budva is covered by rampant and apparently corrupt construction, the cherry on the cake is the Taxi wars!

The reason im more keen on Budva is because of the beaches. We want to go to a town where we can go swimming but also dont want to miss out on the beautiful fjords in Kotor.
How many days are sufficient for Kotor or Budva?Im thinking of doing both since im anyway going there.
Im thinking of doing 2 nights each. Is that sufficient?
