Fodor's Review:

Portland's BOORA Architects and the New York architectural firm Kohn Pedersen Fox designed this skyscraper, which was completed in 1997. The sophisticated exterior is clad in Indiana limestone, and the courtroom lobbies have expansive glass walls. Whimsical bronze critters make light of the justice system in a piece entitled "Law of Nature," the centerpiece of a ninth-floor sculpture garden that has grand city views. Visitors must pass through a security screening and show photo ID.
