Which states have the best interstate rest stops, and the worst? And Why?

Personally I found some of the worst in Texas and the best in Minnesota. Some of the rest stops in Texas on I-35 don't have rest rooms. The Minnesota stops are like small parks and uncrowded. I'm not from either state.

I agree with you about MN. SC also has above average. As Virginian, I am ashamed to admit that Virginia has the worst and smelliest along the I95 and I81 interstates.

Kansas has very nice rest stops on the toll portion on 35 between Topeka and OK boarder.

Most if not all of the rest stops on the Massachusetts Turnpike were demolished and rebuilt into new facilities with multiple choices for fast food restaurants. They appear to be very nice. The rest stop in Framingham, going eastbound, just passed Exit 13 also has a staffed tourist information booth.

PA rest stops are pretty bad. And there's been an ongoing homosexual problem. Doing the nasty within sight of families is not cool. Or politically correct.

Traveling from Michigan to D.C., we found the rest stops along the Ohio Turnpike to be among the best. "One stop shopping" for gas, restrooms, food, gift shops, etc., and very clean.
