28th and Broadway is Herald Square. I'm not sure that that particular corner is a steal necessarily, but it's part of the garment district.
From about 34th down to 25th is full of stores with cheap stuff. Accessories and handbags mostly, but I'm sure there's clothes there too. There's a lot of wholesalers too, but sometimes they'll let you buy retail if they're clearing out stock. There's also a Conway up on 34th and Broadway, which is SUPER cheap for clothes.
Although you do get what you pay for, there's cute stuff sometimes. I'll check out that particular corner on my way to work.

Conway is just that. Cheap clothes. It's not a discount designer store or anything like that. Simply cheap clothes.
If the girls are into trendy, then you'll want to try H&M. There's 2 of them in the Herald Square area. There's another place called Le Chateau which has cheap trendy stuff (some of it's along the hoochie side if you ask me). Oh! And Forever 21 is good for that sort of thing. All of these are in the 34th street area. There's also a Daffy's there.
I agree with maybabe though. Century 21 is where it's at. Although while it has discounted designer clothes, they're discounted from designer prices. Meaning, not CHEAP, just cheaper.

28th and Broadway is, at it sounds, basically a street corner where there are always people selling cheap knockoff clothes, often straight out of cartons. Not a pretty scene, and I have seen cops going in to raid some of the distributors in the buildings in that area to confiscate illegal items.
Technically it is pretty close to Herald Square, but its not at all the same kind of shopping area.
I agree with the others that H&M is fun, and Conway can be like a treasure hunt if you want the cheapest of the cheap (think $5 -$10 items)
Another nearby place that my nieces sometimes like is Steve & Barry's, hidden away on a floor of the Manhattan Mall (33rd street and Broadway). It;s a chain that you might have near you, but it's also very cheap almost everything is under $15, including jackets
