Check out the state park at Nahelem Bay. It is on the ocean, you just have to go over the dune and you are on the beach. Located between Cannon Beach and Tillamook.

I believe Oswald West State Park, 10 miles south of Cannon Beach, has several camp sites very near Short Sands beach. Also, further north between Seaside and Astoria, Fort Stevens has huge campgrounds. I don't remember how near the beach any of them are though.

Hi dvs73102
To my knowledge no state campground in Oregon (or California for that matter) will let you camp right on the beach.
To do it you must find a deserted stretch of beach where the local law enforcement will not chase you off and set up camp. No services provided. I have done this at several places on the California coast not in Oregon. The area south of Astoria and north of Newport or the area north of Gold Beach and South of Coos Bay may contain something like that. If you try this be very careful deserted areas attract certain types of people. You will safer and happier in a State Park
Have Fun
BUT BE CAREFUL!
