Best time of year for San Francisco?

Best time of year for San Francisco?
I would like to take my Mother to San Francisco in April of 2004 for her 70th birthday. Is April a good month weather wise? Is there a better month? Also which area would be best to stay in if we wanted to see all the sights but didn't want to drive? Thanks, Lisa

April is a nice month, however you may catch rain.
If you do not have a car I would suggest staying downtown (Union Square or by the convention center--listed as SOMA on priceline). You can find all public transportation right there including cable cars.

I agree that April is generally a nice month. Last year we had a bunch of late rains, but that is unusual. You should have nice weather.
SF is a good city to be without a car since the public transportation is good and the city isn't that big geographically. You should look into the transit passes for the MUNI system www.sfmuni.com - you can get 1,3, and I think 5 day passes good on all buses, lightrail, cable cars, and streetcars.
As for where to stay, I would stay either on the east side of Union Square or in the Fisherman's Wharf area. Union Square is right near Market Street, which is very convinient for public transportation and close to a lot of shopping if that is your interest. Fisherman's Wharf is near a lot of tourist things and is still convinient for public transportation. Both areas are close to Cable Car turn arounds. There is also a line of historic streetcars called the F Line which runs a long the Embarcadero (pasts the piers) and up Market St. These are a lot of fun and a good way to travel between downtown and Fisherman's Wharf.

April is a good month to visit SF, particularly later in the month. Generally, our rainy season (as in cold, chilly rain) is from November through March. Any rain you run into by April will be on the mild side.
There are various passes (1-day, 3-day, 1 week, etc.) you can obtain from the Municipal Railways which entitle to transportation within the city - definitely get whichever one suits your schedule. The Union Square hotels are a good central choice. The Nob Hill hotels are great, but you'd want to take the cable car or other transportation to get back up the hill. Another option would be the Embarcadero Hyatt - you'll be very close to the Ferry Building, and all of the transport options along Market Street would be available at your doorstep as well.

I recall Mark Twain's comment that the coldest winter he ever spent was summer in San Francisco.
Weather can be absolutely gorgeous or it can be miserable, sometimes on the same day. Whatever the weather, I think you are well advised to have a good (read warm) sweater or coat to slip on if you need it, especially if you're going to by waterside.
