Maybe you mean Yelapa (it is not actually an island but you have to take a boat to get there)?

Snorkeling is not supposed to be that great but there are organized boat tours out around Los Arcos.

I believe Le Kliff restaurant is open but am not certain.

Yes, Le Cliff is open. It is beautiful with an amazing palapa over many levels going down towards the ocean. It is a favorite spot for weddings, very romantic at sunset. The food is good but the prices are high.

The islands off of Punta Mita are very interesting, lots of wildlife. The area is known for its giant mantarays.

I don't know about the sight seenig but if you want a great view of the Vallarta area (it's huge now) go to the restaurant Las Carmelitas.

Also there are alot more tours than there were 15 years ago. Bird watching, whale watching, off road dune buggies, agricultural tours, tours to San Sebastian, the usual boat cruises, hiking, walking, biking........ I've never taken any of them so I can't recommend. San Sebastian is a great place to go if you want out of Vallarta for a day. It's a beautiful old mining town, in the mountains, that has barely chanded over the last couple centuries.
