There is a bus #400 that leaves from rue Verdun in Nice that goes right to St. Paul. It costs a pittance.
I would never pay for a tour of St. Paul. You can walk around on your own.
Chagall's grave is here, some nice shops, Colombe d'Or restaurant, the Maeght.

One hour, to me, isn't enough time to explore the town, the shops, and have a snack. Agree with Pepper as to taking a tour, unless you mean a bus that gets you up there and takes you back. Also agree that taking the bus from Nice is the best way to go (super cheap!).
I personally love to get lost in the maze of paths and window shop.

Totally agree with THIN......Bus from Nice very easy.
I would not take a tour of this lovely small town.
It is very charming to walk around the town, even though very crowded with tourists.....but it is so pretty. & smells fantastic with all of the Lavender products & flowers!
Chagall grave is touching to see if a fan of The impressionist painters. Even if you are not going to have a meal at the wonderful Colombe d'Or...try to walk over to see this special restaurant.

Does the tour go just to St Paul de Vence? There may be buses direct from Monaco - easily checked online or you could take the train to Nice and bus from there. Of course you could spend just an hour but we spent a leisurely long afternoon - just depends on how quickly you like to move on.
