Teenager travelling alone to Paris - does he need a letter from his parents to say it's ok to get through France customs?
Has anyone heard of this? My son leaves July 14th and the French Consulate aren't calling me back. I could send along such a letter but I'm also wondering if it needs to be notarized. It's on a website about teenagers travelling alone to France.

It doesn't have anything to do with customs. Customs refers to items of goods you buy there or bring in (it, liquor or cigarettes). You don't even have to go through customs on your way in, I never really have. It's sort of voluntary, a small desk over to the side near the baggage claim, as I recall.

How old is he? Each of my kids flew to Paris alone at the age of 14 or 15 without need for anything other than a plane ticket and a passport, but there may be new rules about that now. I'd keep trying the French embassy/consulate.
And as noted, it has nothing to do with Customs. I also suspect if there were a problem of any kind, you'd know about it before he boarded the plane, not when he got off.

Saint Cirq makes a good point - under the cabotage laws or whatever they call them airlines are responsible to pay to bring back anyone turned away at border control for lack of proper credentials - at least i believe so so ask your airline about this too.
