Try kemwel.com or autoeurope.com They are brokers, not rental agencies, but I always get the best price through Kemwel.

Avis has been good for us several times in central Spain (Salamanca)..Good prices and personalized attention..Smaller rental site near the train station..They give "airmiles" also if you ask.

Are you American? If so, rent from a company that has ties to the US so you can fuss at the parent corporation and have a chance of obtaining satisfaction if anything goes wrong. Most major US agencies have a presence in Europe (Hertz, National, Budget, Avis, Thrifty).
