restaurants and stores in Haut-de-Cagnes in late October?

Greetings
considering a 3 day stay in Haut-de-Cagnes in late October
will restaurants and stores still be open at this time of year?

At the weekend probably, but maybe not during the week. Haut Cagnes is tiny. There are not many shops. Some nice restaurants; try Josy-Jo.

I see Josy Jo is open for dinner most days.
In Cagnes-sur-Mer some restaurants close in the off-peak season.

We spent 4 weeks near there about 15 years ago - and it is a little difficult to get in & out. Narrow & steep streets.

Mougins has a lot more going on; it's a larger town, easier to get in and out of, lots of restaurants. Biot I don't know so well. I would stay in Mougins rather than Haut Cagnes.

You're close to Cannes, and close to the motoway which takes you to Nice in half an hour or less.

Biot is quite small - and up a steep hill. We've spent 20 weeks in the Cote d'Azur - staying in Gites & Apts for the past 17 years. Before we discovered Gites, we stayed at Le Hameau just outside of St Paul de Vence several time & liked the hotel, location, and price. Not a fan of Mougins - and I think there are more scenic areas to base in. But it is easy to get in & out, and there are certainly many restaurants & hotels there.

I would prefer Antibes over the other places mentioned. Lovely old town, lots of restaurants. If you have a car, make sure your lodging comes with parking. If not, it's easy to get to other place along the coast by train.

I stayed in Haut-de-Cagnes from October to March and there were always restaurants open. They seem to take turns closing for a few weeks during the off season.
