Restaurant attire in Ireland
Most of the time we will probably eat dinner in pubs or small restaurants wearing whatever we've worn during the day, but for a birthday celebration we are going to Castle Murray House on St. John's point in Donegal, and when in the southwest, Packies and Wild Garlic. We only have so much room in our small bags for our casual clothing and hiking boots but want to make sure we are dressed properly for these evenings (well, actually, every evening). So, what is appropriate attire for vacationers at dinner?

I never pack dress clothes for one dinner but always have a pair of black pants and black leather shoes, dress up with a scarve. I wear my hiking boots on plane so always have room for a pair of ballet flats. My husband has black boots so he wears those. He is not going to pack dress shoes for a vacation. He packs lighter than I do.

<<In almost anywhere in Europe you are welcome to come into any restaurant in tourist casual attire so long as you bring your credit card or cash.>>
With the caveat that if the resto has a specified dress code, you will likely need to meet that.
