Number to ring of Italian mobile in UK
I need to ring somebody from Italy (who has an Italian mobile number) while they are in England. Their number including the prefix to ring is +39 and 10 other numbers. If I ring this exact number while they are in England will I get through to them or is there a slightly different number I need to ring?

Depends entirely whether their phone company has a "roaming" arrangement with a British company. Probably they do (certainly British companies do with continental counterparts, which is why my phone welcomed me to France while I was just walking along the cliffs above Dover). If they do, you just ring the Italian number and it connects via the British company. But if they don't, no amount of jiggling around with country codes would help. Only one way to find out!

It also depends where <b>you</b> are. If you are in the UK, then do exactly as flanner suggested. If you are in North America, then you'll need to use your international dialling prefix "011" insted of "00"

The + sign works on mobile phones no matter where you are. If calling from a landline then use the international prefix suitable for your country. If you are in Italy you don't need the prefix or land code.
The person you are calling will be paying dearly for your call too, so if you can text it would be better, otherwise keep the call as short as possible.
They may have their phone switched off, so they don't have to pay roaming fees for calls.
